A marketing website mainly presents information and guides visitors toward action. A software system begins managing ongoing operations: users log in, data changes state, permissions matter, workflows branch, reports are generated, or several systems exchange information.
That distinction matters because software needs more discovery, data design, security, testing and support than a typical website. Calling both things 'a website' can create bad expectations around scope and price.
